The PSM National Emphasis Program (CPL 03-00-021) directs OSHA area offices to conduct comprehensive inspections at covered facilities — regardless of complaint history or incident record. This is scheduled enforcement, not reactive.

The NEP focuses inspection resources on industries with the highest potential for catastrophic PSM incidents. Primary target industries receive the most inspection activity.

Petroleum Refining
SIC 2911
Highest inspection density. History of catastrophic incidents. Large inventories of flammables and HHCs. NEP inspections here are comprehensive and lengthy.
Petrochemical Manufacturing
SIC 2860–2869
Complex chemistry, high-consequence chemicals, typically large process inventories. Multiple PSM elements frequently cited in post-incident investigations.
Ammonia Refrigeration
SIC 5148, 2011, 2013
Food processing, cold storage, and distribution facilities with ammonia systems. TQ is 10,000 lb. Many facilities are unaware they are covered or lack adequate PSM programs.
Chemical Manufacturing
SIC 2800–2899
Broad category. Facilities handling chlorine, hydrogen fluoride, phosgene, and other high-hazard chemicals receive targeted inspection under NEP protocols.
Natural Gas Processing
SIC 1321
Flammable gas and liquid processing above TQ. OSHA and EPA coordination is active in this sector — both PSM and RMP inspections are common.
Explosives & Specialty Chemicals
SIC 2890–2899, 2890
Higher scrutiny due to reactive chemical inventories. Reactive hazard analysis is a specific PSM inspection focus for these industries.

What NEP Inspectors Are Looking For

NEP inspections follow a defined protocol — OSHA's PSM inspection procedure. Every element is reviewed. Here is what inspectors examine in each phase.

Process Safety Information

P&IDs current and accurate. Hazard information complete for all HHCs above TQ. Technology and equipment documentation on file — relief system sizing basis, design codes and standards, material and energy balances.

Process Hazard Analysis

PHA completed using an approved methodology (HAZOP, What-If, FMEA, Checklist, or combination). PHA current — revalidated within 5 years. Findings addressed and documented. Team qualifications verified.

Operating Procedures

Procedures cover all operating phases: startup, normal, temporary, emergency shutdown, emergency operations. Annually certified as current and accurate. Accessible to operators in the field.

Mechanical Integrity

Written MI procedures exist for all covered equipment categories. Inspections conducted at RAGAGEP-required frequencies. Deficiencies documented and resolved. Equipment fabrication records on file.

Management of Change

MOC procedure documents: reason for change, safety/health impact, modifications to procedures, time period authorized, authorization requirements. All changes since last inspection reviewed. No undocumented permanent changes.

Training and All Remaining Elements

All 9 remaining elements are reviewed: Training certifications, Contractor safety programs, PSSR completion records, Incident investigation reports and action item closure, Emergency planning, Compliance audit records (within 3 years), Hot work permits, Employee participation plan, and Trade secrets procedures.
